Location of the property: 77575 London Road, CON 1 PT LOT 35, Stanley Ward, Municipality of Bluewater

Purpose and effect

The proposed Official Plan Amendment and Zoning By-law Amendment is to facilitate the residential conversion of the existing motel building. The total lands subject to the amendments are approximately 0.718 hectares in size with frontage on London Road (Highway 4).
The lands have an existing motel with individual comfort units for temporary accommodation. The proposed development is to convert the existing building to a multiple residential dwelling unit. The subject lands are currently designated Agriculture in the Bluewater Official Plan. The proposed Official Plan Amendment is for a designation change from Agriculture to recognize the subject lands under an Agriculture Special Policy Area #3. This is to accommodate the residential conversion.

The subject lands are currently zoned AG3-2 (Agricultural Commercial-Industrial Special Zone). The proposed Zoning By-law Amendment proposes a change of text and permitted site specific uses in the AG3-2 zone to permit a multiple residential dwelling unit.

2. Application No. Z06-2026, public meeting to be heard during Council Meeting

Location of the property: Bayfield Settlement Area, Municipality of Bluewater

Purpose and effect

At this time, the Municipality has completed upgrades to the Bayfield Settlement Area at the Bayfield Wastewater Treatment Facility. Staff have been advised the project has achieved Substantial Performance and is now considered operational. As a result, additional capacity and allocation are available at the facility, allowing uses previously restricted by holding provisions to be permitted within the Village of Bayfield. With improvements now securing additional capacity and allocation to support increased density, the removal of these holding provisions is warranted. The proposed amendments are as follows:
• Highway Commercial (C3) and Core Commercial (C4) Zones: remove Bayfield holding language on dwelling units in combination with any permitted use.
• Residential Low Density (R1) Zone: remove Bayfield holding language for semi-detached, duplex, triplex, converted dwellings, bed and breakfast and additional Residential Units (ARU) uses, as well as clarify ARU policies on fully permitted parcels.
• Residential Medium Density (R2) Zone: Remove Bayfield holding language for rowhouse, multiple units, and bed and breakfasts.
• Heritage Residential (HR1) Zone: Remove Bayfield holding language for ARUs.
• Additional zoning and/or mapping changes as deemed necessary.
This amendment affects all lands in the Municipality.
